Recently, the Development and Reform Commission of Jiangsu Province issued the "Implementation Opinions on Implementing the Management Measures for the Development and Construction of Distributed Photovoltaics (Draft for Comments)", focusing on the high-quality development of distributed photovoltaics, with "flexible grid connection mode+precise consumption management" as the core, to promote the efficient consumption of new energy electricity. The following are the policy core points:
1、 Innovation in Record Management
1. Classification filing mechanism
(1) General industrial and commercial distribution: Cancel the limit on the proportion of self use and adopt the "self use+surplus electricity grid connection" model
(2) Large scale industrial and commercial projects: can choose to fully connect to the internet or transfer to centralized power station filing
(3) Special scenario filing
① Facility agricultural land roof project: Industrial and commercial distributed filing
② Village collective public buildings: Non natural person household photovoltaic filing
③ Transportation corridor photovoltaics: can be registered for industrial and commercial distributed or centralized use
2. Rules for Filing Changes
(1) All distributed photovoltaic projects can change their grid connection mode once
(2) Projects to be filed before January 23, 2025
① Grid connection before May 1st: Original policy can be implemented
② Change required: Apply before May 1st and complete the renovation and grid connection within one year
2、 Power grid consumption and connection
1. Transparent consumption management
(1) County level: Quarterly announcement of open capacity of distribution network
(2) Household photovoltaic: refined to the level of natural village transformers (first phase data to be released before July 5, 2023)
(3) Fully self initiated self use projects: priority grid connection, queuing and publicizing in areas with insufficient capacity for grid connection
2. Requirements for intelligent transformation
(1) New/Existing Projects: Capable of being "observable, measurable, adjustable, and controllable"
(2) Encouragement: Signing the "Grid Dispatch Agreement" to enhance the level of regulation and control
3、 Innovation in development mode
1. Whole village contiguous development
(1) Encouragement: Large scale development of photovoltaic systems for non natural person households in whole villages
(2) Allow: merger filing, centralized convergence access
(3) Support: Special support for financial instruments such as green credit and REITs
2. Centralized filing channel
(1) Oversized/voltage level projects: can be transferred to centralized filing
(2) Directly included in the annual plan, exempt from market-oriented grid connected project library review
4、 Transitional arrangements
1. Projects registered before January 23, 2025: can choose to implement the original policy
2. Power grid enterprises: supporting renovation needs to be completed within 1 year
